Daniel J. Loper, EnCe,GASF, CCME, CASA, CVST, CVSE

CEO & Chief Forensic Expert

Daniel J. Loper is a certified computer, cellphone, and vehicle system forensics examiner and licensed private detective with over 25 years’ experience working in the Information Technology field. He started his career in the computer technology and software sector in 1997. After receiving a Master of Science in Information Systems from Southern New Hampshire University in 2006 he began to transition himself fulltime to the eDiscovery and Digital Forensic space. As CEO of Granite Discovery, Daniel’s experience in eDiscovery has ranged from consulting F100 companies to providing digital forensics to attorneys on both criminal and civil matters at the state and federal level. His wide-ranging skillset endows Granite Discovery with the ability to offer clients the most efficient and effective solutions for identifying, collecting, and analyzing digital evidence.

His work in digital forensics includes working on domestic, homicide, fraud, and child exploitation cases. Daniel’s specialized knowledge of computer systems and software enables him to have a thorough understanding of how users create and use data to include how software is designed and operates. As an expert forensic examiner working with both computer/cellphone forensics and cell record/tower analysis, he has provided clients the information to support or challenge the validity of evidence. Most critically, his work has been instrumental in recovering data from inoperable devices and further identifying data that was never identified in prior examinations, which resulted in positive outcomes for his clients.

Daniel obtained his private investigation certification from Ashworth College and is licensed and bonded in multiple states. Daniel has developed a team of private investigators that have law enforcement backgrounds from government, state, and local organizations in order to provide clients with best in class services. As Daniel says, “Granite Discovery will leave no stone unturned when it comes to providing investigative services”.

As an experienced certified forensic examiner and private investigator, Daniel Loper maintains his eDiscovery EnCE® Certification, Oxygen Forensics Certification, Project Management Certificate from George Washington University, GIAC Advance Smartphone Forensic Certification (GASF), and Berla iVe Ecosystem Certification. Daniel also speaks at conferences and for the Massachusetts Continuing Legal Education system on topics such as cellphone forensics and how to properly establish a repeatable and defensible eDiscovery program.

Steven Bourque, CCO/CCPA, SCERS, MFTP

Senior Digital Forensic Analyst

Steven Bourque is a veteran of the USAF and served from 1985-1989 with the 509th Security Police Squadron. Later that same year, Steven joined the Somersworth Police Department.  While at the Somersworth Police Department, Steven attained the rank of sergeant and graduated from the Babson Command Leadership Academy.  Steven worked as a shift commander in the Uniform Patrol Division. While serving with the Somersworth Police Department, Steven managed their Use of Force program, established their IT infrastructure, which included the adoption of their CAD system, network, and Windows network environment adoption, and established a regional dive/rescue team shortly after the 9/11 attacks.

In 2005, Steven was hired by the Rochester Police Department.  During his tenure there, he joined the Felony Investigations Unit specializing in investigating violent crimes against persons, narcotics, and arson cases. Steven also served on the Strafford County Regional Tactical Operations Unit, where he served as the sniper team leader and supervised the use of force training and tactical training for the entire team.  Steven also became involved in the Internet Crimes Against Children (ICAC) task force, taking on the role of an area lead to support regional departments. Steven received extensive digital evidence forensic training in mobile and desktop, as well as network intrusion response at the state, federal, and private levels. This training included specific education in the seizure, preservation, triage, acquisition, and analysis of digital evidence.  Steven has advanced training in Windows, MacOS, and mobile environments.  Steven became a Title 19 Task Force Officer with the Department of Homeland Security (HSI), among other state and federal partners, offering support to local departments lacking the personnel or resources to conduct these often complex and in-depth investigations.

In 2018, Steven began working with the Strafford County Sheriff’s Department to establish a county digital forensics lab to assist regional departments with the technical assistance needed on most modern felony-level crimes that were both ICAC and non-ICAC-related investigations. The lab supports the Strafford County regional departments, providing specialized evidence review and testimony for the Strafford County attorney’s office and aiding the attorney general’s office in public integrity and homicide investigations.  Through its partnership with Homeland Security, state partners, and the ICAC task force, Steven was instrumental in establishing the digital forensics lab. Steven joined the Strafford County Sheriff’s Office full-time in 2021 as a sergeant to oversee the digital forensic program.  In 2022, Steven was promoted to the rank of major to oversee the investigative unit, operations division, budget ($5m+ annual), emergency management, Strafford regional communications/dispatch center, and the Problem Oriented Policing Unit (narcotics).
